Why the primed film matters
The converted layer is not just inert, it is keyed. As the coating dries, the polymer binds the converted oxide into a matte film with exactly the surface profile paint wants. That is why a separate etch or metal primer is redundant for most systems.
It also means fewer failure points. Every extra coating interface in a system is another place adhesion can let go. One product doing two jobs is one interface less to worry about.
Check your topcoat's data sheet if it specifies its own primer. Where it does, follow the sheet. For alkyd enamels, acrylic metal paints, chassis coatings and most rattle-can finishes, the cured converter is your primer.
